Change.org recently launched Ideas for Change in America, a national competition to select the best ideas from across the country and turn them into reality. Physicians for a National Health Program has submitted an idea we need to support. The title of the idea is "Improved Medicare for All."

What is Single-Payer Healthcare?

The U.S. spends twice as much as other industrialized nations on health care, $8,160 per capita. Yet our system performs poorly in comparison and still leaves 46.3 million without health coverage and millions more inadequately covered.

This is because private insurance bureaucracy and paperwork consume one-third (31 percent) of every health care dollar. Streamlining payment through a single nonprofit payer would save more than $400 billion per year, enough to provide comprehensive, high-quality coverage for all Americans.

Single-payer national health insurance is a system in which a single public, or quasi-public agency organizes health financing, but delivery of care remains largely private.

Single-payer is a term used to describe a type of financing system. It refers to one entity acting as administrator, or “payer.” In the case of healthcare, a single-payer system would be setup such that one entity—a government run organization—would collect all healthcare fees, and pay out all healthcare costs.

In a single-payer system, all hospitals, doctors, and other healthcare providers would bill one entity for their services. This alone reduces administrative waste greatly, and saves money, which can be used to provide care and insurance to those who currently don’t have it.

HR 676: One Plan, One Nation

The United States National Health Insurance Act (HR 676) establishes a unique American national universal health insurance program. The bill would create a publicly financed, privately delivered healthcare system that uses the already existing Medicare program by expanding and improving it to all US residents, and all residents living in US territories.
